Caffeine occurs naturally in coffee plants. It isn't something created by the coffee roaster. The coffee seed already contains caffeine before roasting begins.
Coffee species and blend composition can influence the starting material. Arabica and Robusta, for example, are biologically different coffee species, and caffeine concentration can differ between them.
Then brewing enters the picture. Coffee dose, water volume, grind, contact time, brewing method and serving size can all affect the beverage you ultimately drink.
That's also why “one cup of coffee” isn't a useful caffeine measurement by itself. An 8-ounce serving and a 20-ounce serving can both be called one cup, even though they're obviously not the same amount of beverage.
